ASIANS???Indians and Filipinos?

Ashwarya Rai and Charice Pempengco both made international news for different reasons. Everytime i watch their nation's news however, I can't help but notice the newsreporters integrate English into their language. Why is this? On Bollywood news its like they're speaking half English and half Indian and its the same with the Filipinos!!!! Do they expect ALL of their nation to know English??
