Blooming unflavored Gelatin?

I make gel food for my goldfish and the recipe calls for 3 packets of gelatin, and in the past I have always gotten the same brand(can't remember which) but that brand tells you how to bloom the gelatin, something about using cold water the hot I think. Well mom picked me up a box of Knox gelatin, and there are no instructions on how, anybody know how?
