Should fathers be banned from filing for child support modifications after being laid off?

I read an article that the reason it's taking so long to get a court date for new child support orders is due to the number of men applying for modifications due to being laid off. Apparently there been a concerted effort by deadbeat dads groups to teach these guys that they can get "free legal help" from child support enforcement to get these done. A certain someone on here is behind it. Why would a law be ped to requiring those the enforce child support to help fathers avoid paying what they should be paying? Just because they got laid off doesn't mean it cost any less to raise kids. Are mothers expected to cut back just because he's not working. Who got this stupid law ped? It probable a man. He should get run out of office.
