Tokyo (my puppy) won't ever settle!?

Be patient, walk him on a daily basis and never encourage unwanted behavior, when he is growling and jumping don't play with him and don't give him affection, correct the behavior with a sharp NO or whatever word you want to teach him to regard as a restriction. After he calms down, and he will calm down eventually if you have patience, than give him affection so you will encourage calm behavior. Make sure he understands you are in charge, do things when you want to do them not him. This behavior will stop but is happens over time, after all, he's a puppy :)
