What's going on with predominantly black areas?

Katrina beating up on New Orleans, AIDS rampaging Africa, and now Haiti...and even all you people out there spewing your liberal, bleeding-heart proclamations about me being a racist wouldn't walk down an all black neighborhood in the middle of the night..because (and my last element in the list) of CRIME! Natural disasters and man-made horror seem endemic to black communities. Does anyone have an explanation? And you can't say that the "white man" has anything to do with the natural disasters and disease. I know most idiots will just reply, "you're a freakin' racist"..but I'm seriously looking for an explanation mainly because I don't WANT to believe that there exist some sort of hierarchy.
